Elmbridge car-park PCN refund scheme (procedural error)

Elmbridge Borough Council has admitted a procedural error made some car-park fines invalid and runs a refund scheme: fines issued between 8–9am or 6–7pm (8–10am at Ashley Park) from 6 January 2020, and fines issued on any Sunday from 24 April 2022, at named council car parks including Ashley Park, Baker Street, Berguette, Cedar Road, Churchfield Road, Civic Centre, Drewitts Court, Heather Place, Heath North and South, Highwaymans Cottage, Hollyhedge Road, Manor Road, Mayfield Road, Monument Hill, Station Avenue and Walton Park. If this penalty matches one of those car parks and time windows you may be able to reclaim it instead of appealing — check the council's refund page.
Croydon LTN penalties quashed — refunds open
Fines issued 30 Mar 2024 – 4 Mar 2026
On 4 March 2026 the High Court quashed six of Croydon's LTN traffic orders, covering Albert Road, Dalmally Road, Elmers Road, Holmesdale Road, Parsons Mead and Sutherland Road. The council is refunding eligible LTN penalties issued on those six streets between 30 March 2024 and 4 March 2026. (Healthy School Street fines are a separate scheme and are not covered.)
West Dulwich LTN quashed — Lambeth refunds open
Fines issued 9 Sept 2024 – 31 Jul 2025
The High Court ruled Lambeth's West Dulwich LTN experimental traffic orders unlawful and the scheme was quashed in 2025. Lambeth is refunding LTN penalties from the camera filters on Ardlui Road, Carson Road, Chatsworth Way, Eastmearn Road and Tulsemere Road issued between 9 September 2024 and the removal of the restrictions in July 2025 — unpaid PCNs were cancelled automatically. Reading TRO-error PCN refunds (scheme closed; claims still reviewed)
Fines issued 8 Nov 2013 – 16 Oct 2024
Reading Borough Council found five Traffic Regulation Orders were not properly in place and refunded thousands of PCNs issued between 2013 and 2024, with interest: the East Reading red route and nearby roads (from July 2018), Swainstone Road and Waldeck Street (from March 2016), parts of Tilehurst (from November 2013), parts of Southcote (from August 2016) and a short Oxford Road red-route window in May 2018. The official scheme has closed, but the council states it remains committed to reviewing relevant claims.
