What happened

Elmbridge Borough Council has admitted a procedural error made some car-park fines invalid and runs a refund scheme: fines issued between 8–9am or 6–7pm (8–10am at Ashley Park) from 6 January 2020, and fines issued on any Sunday from 24 April 2022, at named council car parks including Ashley Park, Baker Street, Berguette, Cedar Road, Churchfield Road, Civic Centre, Drewitts Court, Heather Place, Heath North and South, Highwaymans Cottage, Hollyhedge Road, Manor Road, Mayfield Road, Monument Hill, Station Avenue and Walton Park. If this penalty matches one of those car parks and time windows you may be able to reclaim it instead of appealing — check the council's refund page.

Fines covered: issued between 6 January 2020 and 30 April 2026
