West Northamptonshire car-park charges launched without a traffic order — refunds open

What happened

West Northamptonshire Council has publicly apologised for introducing revised off-street parking charges on 1 April 2026 — including charging Blue Badge holders — before the legally required Traffic Regulation Order consultation had been carried out. The council states that penalty charge notices relating to these changes will be cancelled and refunded, Blue Badge holders get a full refund of charges paid, and other drivers get the difference back. It covers the Northampton car parks Albion Place, Campbell Square, Midsummer Meadow, The Ridings, St John's Multi-Storey, Upper Mounts and Wellington Street, plus weekend/bank-holiday changes and Brixworth Country Park, for 1–30 April 2026. On-street tickets are NOT covered. Refunds are automatic where possible — check the council's statement page for how to claim.

Fines covered: issued between 1 April 2026 and 30 April 2026

Locations: Albion Place · Campbell Square · Midsummer Meadow · The Ridings · St John · Upper Mounts · Wellington Street · Brixworth
