Reading TRO-error PCN refunds (scheme closed; claims still reviewed)
What happened
Reading Borough Council found five Traffic Regulation Orders were not properly in place and refunded thousands of PCNs issued between 2013 and 2024, with interest: the East Reading red route and nearby roads (from July 2018), Swainstone Road and Waldeck Street (from March 2016), parts of Tilehurst (from November 2013), parts of Southcote (from August 2016) and a short Oxford Road red-route window in May 2018. The official scheme has closed, but the council states it remains committed to reviewing relevant claims. If this penalty is from one of those areas and periods it may still be reclaimable — see the council's refund page.
Fines covered: issued between 8 November 2013 and 16 October 2024
Contravention codes: 01, 02, 12, 16, 19, 25, 46, 62 (printed on the PCN)
Claiming from the council is free. You'll usually need the PCN number, your vehicle registration and proof of payment.
