4-paragraph structure
(1) Identification — FCN reference, date of issue, your vehicle registration. (2) Statutory ground — which Act or regulation the contravention failed to satisfy (S.I. 182/1997, RTA 1994 s.103, etc.). (3) Facts — what actually happened, with attached photos / receipts / witness statements. (4) Polite request — that the FCN be withdrawn under the issuing authority's discretion.
Cite Irish law, not English law
Irish FCNs are governed by the Road Traffic Act 1994, the Road Traffic Act 2010, S.I. 182/1997 (Road Traffic (Traffic and Parking) Regulations), and the Vehicle Clamping Act 2015. Avoid citing English statutes like TMA 2004 or PoFA 2012 — they do not apply.
Submit in writing with proof of postage
Send by letter (with proof of postage) or email — and keep a copy and any acknowledgement of receipt. The 28-day clock starts on the date the FCN was served, so submit early. Most authorities respond within 4-8 weeks.
