New York City has the most contested parking-citation system in the country. The Traffic Violations Bureau (TVB) and the Department of Finance handle different ticket types — this guide covers both.

TVB vs Department of Finance

Department of Finance handles parking citations (NYC Admin Code §19-203 et seq.) — the orange ticket on your windshield. TVB handles moving violations (NY VTL Art.2-B). Most "parking ticket" appeals go to the Department of Finance, but the same brief structure works for both.

The hearing path

Three options: pay (admits guilt), plead guilty with explanation (sometimes reduces the fine), or request a hearing. Hearings can be by mail (write-in defence), online (video), or in person at a Finance hearing centre. The deadline is 30 days from the date of issue or 60 days if not the registered owner.
