4-paragraph structure
(1) Identification — citation number, date of issue, vehicle plate, your name. (2) Statutory ground — which provision of the city ordinance or state vehicle code the citation failed to satisfy. (3) Facts and evidence — what happened, with attached photos, receipts, or records. (4) Request for dismissal — short, courteous, specific.
Cite the right code
Every city uses its own ordinance — NYC Admin Code §19-211, Cal Veh Code §40215, Chicago Municipal Code §9-100, FL Stat §316. Identify the specific section that requires what the city failed to do (sign maintenance, photo evidence, service of notice). Copy the section number into the letter.
Attach evidence as labelled exhibits
Photos: "Exhibit A — sign at 123 Main St, photographed at 14:00 on 2026-05-15, showing missing time-plate." Receipts: "Exhibit B — Park Mobile payment confirmation 18:42, citation issued 18:45." Witness statement: "Exhibit C — affidavit of Mary Smith, passenger, attached." Labelled exhibits make the brief look professional and trial-ready.
