Your vehicle's disabled tax class exempts it from ULEZ

Vehicles registered with DVLA in the 'disabled' or 'disabled passenger vehicle' tax class do not have to pay the ULEZ charge, and this exemption runs until 24 October 2027. If your vehicle falls into one of those tax classes, any ULEZ penalty charge notice issued to you is an administrative mistake.

Legal basis

Vehicle Excise and Registration Act 1994 Schedule 2 paragraph 19 — a vehicle is an exempt vehicle "when it is being used, or kept for use, by or for the purposes of a disabled person who satisfies sub-paragraph (2)", which is what places it in the DVLA disabled tax class; the Greater London LEZ/ULEZ Charging Order and the TfL exemption scheme, which grant the ULEZ exemption to vehicles in that class. As with all Schedule 2 classes, the Act exempts the vehicle from vehicle excise duty; the exemption from the charge itself comes from the Charging Order.
