Fully zero-emission vehicles pay nothing, and several vehicle types are 100 percent exempt from the Oxford ZEZ charge — for example emergency vehicles, vehicles for disabled people in certain tax classes, historic vehicles, military and agricultural vehicles, and certain specialist vehicles. Legal basis

SI 2013/1783 reg 8(3)(e) — that no charge was payable under the scheme. The Oxford ZEZ charging scheme (Transport Act 2000) sets the zero-emission rate and the schedule of exempt vehicles; the Traffic Penalty Tribunal hears the appeal.
