Appeal to an Independent Tribunal
If the council has rejected your challenge, you can take your case to an independent tribunal — either the Traffic Penalty Tribunal (outside London) or London Tribunals (in London). These bodies are completely separate from the council and cancel roughly 40–50% of the cases they hear. You pay nothing to appeal, and the penalty is frozen at its current amount while your appeal is being decided, so you do not lose the discounted rate by appealing.

A Notice of Rejection of Representations has been received. The rejection letter must contain information about the right to appeal to the TPT/London Tribunals within 28 days. File the appeal online at trafficpenaltytribunal.gov.uk or londontribunals.gov.uk, paying no charge. You can appeal even after the discounted period has passed, as the penalty is frozen during an appeal.
