Your journey was outside or on the edge of the Glasgow LEZ

The Glasgow Low Emission Zone (LEZ) sits inside a specific boundary: the M8 motorway forms the northern and western edge, the River Clyde forms the southern edge, and Saltmarket, High Street, Castle Street, and Cathedral Street form the eastern edge. The M8 itself, the Clydeside Expressway, and the Clyde bridges are NOT inside the LEZ — they sit outside it. By law, a motorway cannot be included in an LEZ, so if your entire journey was on the M8 (or another motorway), no offence can have taken place. Cameras at the boundary sometimes pick up vehicles on M8 slip roads by mistake.

Legal basis

Transport (Scotland) Act 2019 s.14(3); Glasgow LEZ Scheme Order 2022; Roads (Scotland) Act 1984 s.151(1)

How to identify this in your case

Drive wholly on M8/M77/M74 or Clydeside Expressway; or did not cross any boundary roads listed in Schedule 1 of Glasgow LEZ Scheme Order.

Sample appeal wording

Dear Glasgow City Council LEZ Team, Re: PCN [PCN_NUMBER] Representation under reg 8(1); ground reg 8(4)(a). The ANPR detection on [DETECTION_DATE] at site [SITE_REF] occurred while my vehicle was driving on [the M8 motorway / Clydeside Expressway / road excluded from the LEZ Scheme Order 2022]. S.14(3) of the 2019 Act prohibits an LEZ on a special road within s.151(1) Roads (Scotland) Act 1984 — the M8 is a special road. My route remained entirely on excluded roads as proved by [GPS log / dashcam / journey timing analysis at Annex B]. Please cancel. Yours faithfully, [NAME]
