Valid Disability Placard/Plate Not Visible at Time of Citation
Tex. Transp. Code §§ 681.006-681.008 grant parking privileges to anyone displaying a valid disabled placard or specialty plate. § 681.011(b) creates the offence only when a placard/plate is 'not displayed.' If your placard fell from the rear-view mirror, was on the passenger seat, or your plate was obscured by snow, you have a complete defence — produce the placard/registration with a doctor's certification at the hearing. Many cities also accept placard expiry-date errors (placard valid but officer misread expiry).

Sample appeal wording
I request dismissal of citation [NUMBER]. At the time of the alleged violation I held a valid Texas disabled-person placard (number [PLACARD #]) issued by TxDMV, expiring [DATE], and was therefore authorized under Tex. Transp. Code §§ 681.006-681.008 to park in the space. The placard [had momentarily fallen from the rear-view mirror / was placed on the dashboard]. I have attached a copy of the placard and the certifying physician's record. The offence under § 681.011(b) requires that the placard 'is not displayed,' which is not the case here.
Replace [PARKING DATE], [NtK DATE] etc. with your own dates before sending.
