This applies to council-marked disabled parking bays (offence code 40). No offence takes place if a valid Blue Badge was correctly displayed during the journey, the parking clock was set to your arrival time where one is required, and the badge holder was being transported. If you had a valid badge properly on display — or the civil enforcement officer simply missed it — the penalty charge notice (PCN) should be cancelled.
