Private 'Parking Invoice' Not a Legal Citation
Many Oklahoma private parking operators (Premium Parking, ABM, Park Mobile contracted lots, hospital lots) issue what looks like a 'citation' or 'ticket' but is actually a civil invoice for breach of an alleged parking contract. These are NOT government citations and have no police power. Oklahoma law does not allow private operators to issue citations enforceable as fines. The 'invoice' is only collectible through civil suit, where the operator must prove: (1) a valid contract was formed (clear signage at entry), (2) you were the driver, and (3) actual damages.
