Pedestrian Zone — Parked Outside the Sign's Hours
The no-parking rule in a pedestrianised street only applies during the hours shown on the information plate next to the RUS 021 sign. Parking before those hours begin, or after they end, is not breaking the rule. You are even allowed to park there in advance of the restricted period, as long as you move your vehicle before that period starts.

Check the RUS 021 sign at the entrance to the pedestrian street — it will have an information plate showing the hours the restriction is in force. Then check the time printed on your ticket. If your vehicle was parked there before the restricted period started, or after it ended, this ground may apply to you. Early-morning deliveries and late-evening parking are commonly ticketed by mistake.
