No valid order making the EV bay official
A council can only fine you for parking in an electric vehicle charging bay if there is a formal legal order — called a Traffic Regulation Order — that officially designates that exact bay as restricted to EVs or charging vehicles. Without a current, properly made order, the offence does not legally exist and your ticket must be cancelled.
