Reg 3(1)(a) SSI 2021/177 exempts any vehicle being driven by a person (i) in the exercise of their duty as a constable; (ii) providing a response to an emergency at the request of the Scottish Ambulance Service Board; (iii) in the exercise of the functions of the Scottish Ambulance Service Board, the Scottish Fire and Rescue Service, HM Coastguard, or the National Crime Agency; or (iv) for naval, military or air force purposes. Broader than English Ambulances and Fire Engines Order — covers ANY drive in connection with the listed functions, not only blue-light response. A retained firefighter responding to a callout, Coastguard volunteer, military reservist, or special constable — all exempt.
