ANPR Entry/Exit Time Manipulation

ANPR systems can wrongly merge two separate visits into one long overstay (known as double dipping), or miscount times, especially where cameras miss a separate entry and exit. The Single Code requires operators to run a manual quality-control check for exactly this, to allow a grace period at the end of a stay, and to issue only one charge per parking event. Legal basis

Reframed away from an unprovable manipulation allegation to three grounded points. (1) BPA–IPC Private Parking Single Code of Practice Clause 5.2 and Annex B Table B.1 require a grace period (minimum 10 minutes for most car parks) at the end of the permitted period before a charge is issued. (2) Clause 7.3(d) and its Note require a manual quality-control check of ANPR images specifically to detect double dipping — where the cameras fail to record each separate entry and exit, wrongly merging two visits into one long overstay — and tailgating. (3) Clause 8.3 permits only one parking charge per parking event per day. The remedy is to request the full set of timestamped entry/exit images so the true, separate visit times can be established; a genuine double-entry, or an overstay within the grace period, is not a contravention.

Keep the record. Keep what you sent, the attachments, any receipt, and the reply. Note the next deadline.
