LEZ — Cloned vehicle / number plate copied
Where a thief or fraudster has cloned a vehicle's number plate and is driving an entirely different (often non-compliant) vehicle through the LEZ, the genuine registered keeper receives a PCN for an act they did not commit. Reg 8(4)(a) — contravention 'did not occur' as regards recipient. ANPR still images obtained under reg 6(5)(n) usually reveal differences: colour, model, body shape, badging, body modifications.
Legal basis
SSI 2021/177 reg 8(4)(a); reg 6(5)(n); Transport (Scotland) Act 2019 s.7
How to identify this in your case
ANPR record shows different make/model/colour from V5C-registered vehicle. Or you can prove your vehicle was elsewhere on detection date.
