LEZ — Approved-device record does not match PCN registration mark

On request under reg 6(5)(n), council must provide the record from the approved device. Compare the registration mark in still image against the PCN. ANPR mis-reads regularly: 'O' for '0', '8' for 'B', 'S' for '5', 'F' for 'E'. Manual verification is supposed to occur but high-volume verification is error-prone. If still image clearly shows different plate or your plate font/spacing differs, reg 8(4)(a) applies.
