Edinburgh LEZ: resident grace, event or road closure exemption

Edinburgh's Low Emission Zone (LEZ) — the city-centre area bounded roughly by Princes Street, Inverleith Row, Lauriston Place and the Royal Mile — has been running since 1 June 2024. However, three situations can make a penalty invalid: first, if you live within the LEZ residents' grace area, non-compliant vehicles are allowed until 1 June 2026; second, the LEZ can be officially suspended on event days; third, some roads (such as parts of Cowgate at certain hours) are closed to general traffic, meaning a camera may have recorded you on a road that was not actually open to you under the LEZ rules at that time.

Legal basis

Transport (Scotland) Act 2019 s.15, s.17, s.24; Edinburgh LEZ Scheme Order 2023

How to identify this in your case

Detection during published event suspension; or during a TTRO closure period; or keeper address inside Edinburgh residents grace area until 1 June 2026.
