Dublin City Council - Internal Appeal Procedure

Dublin City Council's parking appeals are processed by Dublin Street Parking Services (DSPS) on behalf of DCC. The first stage is an informal appeal to DSPS. The recipient should be told of the right to elect court hearing. DSPS routinely cancels FCNs where (a) signage was defective; (b) the warden's evidence is thin; (c) the customer can show pay-and-display payment; (d) any procedural error. The 'discretionary cancellation' rate at DSPS is high - it is standard practice to appeal every FCN.

Legal basis

Local Government Act 2001; Dublin City Council Parking By-Laws; DSPS contract; FCPO procedures.

How to identify this in your case

Any DCC-area FCN. Always appeal first - DSPS cancels frequently.
