Clamping Appeal to Independent Appeals Officer (VCA s.21)

Sections 19-22 VCA 2015 establish a two-stage statutory appeal: (1) first-stage appeal to the parking controller within 60 days of clamping/relocation; (2) second-stage appeal to a Clamping Appeals Officer (independent, NTA-appointed) within 30 days of receiving the first-stage determination. The Officer may confirm (with or without modification) or revoke the original decision. Procedure: see S.I. 203/2025.
