Disabled Plate / Placard Privilege under §17C-13-4a

WV Code §17C-13-4a extends to a vehicle bearing a disabled plate or placard the right to park in any disabled space and to park free of charge at metered spaces (with reasonable time-limit observation). Citations issued for expired-meter or time-limit violations against properly placarded vehicles must be dismissed. Where the placard was not displayed but was held at the time, magistrate court routinely dismisses on production of the placard.
