The Dartford Crossing charging order sorts vehicles into classes, and it is explicit: Class B (the car rate) covers ordinary passenger cars AND expressly includes motor caravans — motorhomes and campervans — no matter their size or weight. Towing a trailer does not move you up a class either. Yet motorhomes and cars regularly get billed at the higher 2-axle-goods rate. If your penalty or charge was calculated at a goods class and your vehicle is a car or motor caravan, the amount demanded is simply not the lawful figure. 85% of decided Dart Charge appeals were allowed at the Traffic Penalty Tribunal in 2024-25 — most without National Highways even contesting them.

A282 Trunk Road (Dartford-Thurrock Crossing Charging Scheme) Order 2013 (SI 2013/2249): Schedule 2 Class B includes M1 passenger vehicles and expressly lists motor caravans (item L(a)); article 4(4) — drawing a trailer does not alter the class. Representation grounds: no charge payable / charge exceeded the amount applicable — reg 8(3)(e)-(f), Road User Charging Schemes (Penalty Charges, Adjudication and Enforcement) (England) Regulations 2013 (SI 2013/1783); appeal to the Traffic Penalty Tribunal; 56-day deemed acceptance — reg 8(9)-(10).

How to identify this in your case

Your V5C shows body type "Motor Caravan" (field D.5) or the vehicle is an ordinary car (EC type approval M1), but the Dart Charge penalty/charge was calculated at a Class C/D (goods or multi-axle) rate — compare the amount charged with the published Class B rate.
