Camera Image Insufficient Quality to Clearly Read Registration Plate

For a PCN to be validly issued on the basis of camera footage, the registration number must be clearly legible in the footage. If the image is blurred, poorly lit, partially obscured, or otherwise insufficient to positively identify the vehicle registration, the council cannot prove the contravention against a specific registered keeper. Requesting the original footage often reveals quality issues not apparent in still extracts.

Request the full video footage (not just stills) under Subject Access Request and/or informal evidence request. Examine whether the plate can be read from the footage without enhancement. If enhancement was used, challenge on the basis that the original unaided footage is insufficient.
