Blue Badge Not Displayed — Subsequent Production Mitigation
Where a driver is a Blue Badge holder but failed to display the badge on the day, the Single Code requires the operator to mitigate the charge to £20 (or cancel) provided the driver subsequently produces a valid Blue Badge held at the time of contravention.

Private Parking Sector Single Code of Practice 2024 — Mitigating Circumstances; Equality Act 2010 s 20
How to identify this in your case

Sample appeal wording
Dear [Operator Name], Re: PCN [PCN_NUMBER] — Vehicle [VRM] I hold a valid Blue Badge ([BB_NUMBER], expires [EXPIRY]) issued by [ISSUING_COUNCIL]. A copy is enclosed. The badge was valid on [DATE_OF_PCN] but was inadvertently not displayed. The Single Code of Practice 2024 Mitigating Circumstances list expressly covers Blue Badge non-display where the badge can be produced, requiring the charge to be reduced to £20 or cancelled. I also rely on the Equality Act 2010 s 20 reasonable adjustments duty. Please cancel this PCN. If declined I will appeal to [POPLA/IAS] and consider a complaint to the EHRC. Yours faithfully, [Driver Name] Enclosed: Blue Badge copy
