How to Appeal a Congestion Charge Fine

TfL's Congestion Charge PCN is £160 (£80 discounted). Camera errors and exemption mishandling make this one of the more appealable PCN types.

Check the time window first

The Congestion Charge operates Monday-Friday 07:00-18:00 and Saturday-Sunday 12:00-18:00 (with bank holiday exemptions). If your PCN was issued outside the charging hours — or on Christmas Day / between Christmas and New Year — it is void.

Pre-registered exemptions

Blue Badge holders, NHS staff on eligible duties, some emergency vehicles, and certain residents in eligible postcodes are exempt or get a discount — but the vehicle must be pre-registered with TfL. If you are exempt but your vehicle was not on TfL's system at the time of the contravention, register first, then appeal.

Payment race conditions

If you paid the charge before the deadline (midnight on the next charging day) but TfL still issued a PCN, that is a system-error defence. Attach your payment confirmation and the PCN should be cancelled.

Auto-Pay can fail silently if your card expires, your account lapses, or the camera mis-read your plate. Check your Auto-Pay account status at the time of the contravention.

Does the Congestion Charge zone overlap with ULEZ?

The Congestion Charge zone is entirely inside the ULEZ. You can get a PCN for both on the same trip — they are separate enforcement schemes.

Can the council/TfL refund a paid Congestion Charge if I am exempt?

Yes — TfL has discretionary refund power. Apply via the Congestion Charge contact centre with evidence of exemption.
