Your vehicle was exempt or discounted from the Congestion Charge

Certain vehicles do not have to pay the Congestion Charge, or qualify for a discount — but the discount ones must be registered in advance. Exempt vehicles include two-wheelers, vehicles with 9 or more seats, licensed taxis and private hire vehicles, accredited breakdown vehicles, and emergency or blue-light vehicles. A 100% discount is available to Blue Badge holders when their vehicle is registered for it, and NHS patients may be able to get a reimbursement. If your vehicle qualified for one of these exemptions or a registered discount on the day you were charged, the penalty notice has been wrongly issued.
