You sold the vehicle before the ULEZ charge

If you sold or transferred the vehicle before the date of the alleged offence, you are not responsible for the charge. You must have told the DVLA by sending off the V5C/2 slip (the yellow 'sold/transferred' section of your log book) before that date. TfL gets its keeper records from the DVLA, and there can be a delay or error in updating them, so you may wrongly receive a notice even though you no longer owned the vehicle.

Keep the record. Keep what you sent, the attachments, any receipt, and the reply. Note the next deadline.
