You Left Within 5 Minutes of Arriving

The rules that private car parks must follow give you a consideration period at the start of every visit — a minimum of 5 minutes at most car parks (10 minutes at free car parks with more than 500 spaces) to drive in, read the signs, decide whether to stay, and drive away without a ticket (Single Code of Practice paragraph 5.1 and Annex B Table B.1, in force since 1 October 2024). If you drove in and left without parking, and your whole visit was within that period, the ticket should be cancelled. Two caveats: in designated short-stay areas the minimum is 1 minute, and the consideration period ends early if you accept the terms — for example by paying the tariff or parking up and leaving the car park on foot — it is not free parking time.

BPA–IPC Private Parking Sector Single Code of Practice v1.1 (in force from 1 October 2024): para 5.1 (consideration period), Annex B Table B.1 (minimum 5 minutes at most sites; 10 minutes at free car parks over 500 spaces; 1 minute in short-stay areas), para 2.24 note ('A parking charge must not be enforced where the consideration period has not expired'). Annex B commentary: a consideration period is not a free period of parking.

How to identify this in your case

Total stay (ANPR exit minus entry) is 5 minutes or less. Common where drivers enter, find a car park full, and leave.
