Yellow Line Loading Ban Not Marked on the Kerb

A ban on loading is a separate restriction from the yellow line itself and must be indicated by short yellow 'blip' marks across the kerb (single blips for part-time bans, double for at-all-times bans), normally with a 'No loading' plate. If you were ticketed for loading in a restricted street (code 02) but there were no kerb marks or plates indicating a loading ban where you stopped, the ban was not adequately indicated and the charge should not stand.

Legal basis

Traffic Signs Regulations and General Directions 2016 (SI 2016/362), Sch 7 Pt 4 items 3-4 (diagrams 1020.1 and 1019); Traffic Signs Manual Ch 3 (2019) paras 13.4.9-13.4.12; Local Authorities' Traffic Orders (Procedure) (England and Wales) Regulations 1996 (SI 1996/2489) reg 18; Civil Enforcement of Road Traffic Contraventions (Representations and Appeals) (England) Regulations 2022 (SI 2022/576) reg 5(4)(a), (f)

How to identify this in your case

Is your PCN code 02 (a street with waiting AND loading restrictions)? Look at the kerb stones exactly where you stopped: are there short yellow marks painted across the kerb edge, and is there a white 'No loading' plate on a nearby post? Photograph the kerb face and the full run of the street. Faded, missing or interrupted kerb marks at your spot all support this ground — the Traffic Signs Manual itself notes these marks need frequent maintenance and that omitting them causes enforcement difficulty.
