The registration number on your ticket has to be right. It is one of the "regulatory matters" the law requires a penalty charge notice to contain, and that applies both to a ticket put on your car by an officer and to one sent by post. If the registration recorded does not identify your vehicle, the notice does not on its face relate to you. Colour, make and model are a different matter — the law does not require them, so a wrong colour on its own is evidence that the council may have the wrong vehicle rather than a defect in the notice. Note that Schedule 2 does not prescribe colour, make or model.

Compare the registration on the ticket against your V5C (the vehicle registration document, sometimes called the log book), character by character. A wrong or transposed character in the registration is the strong point. If the colour, make or model are also wrong, note them — not as a fault in the paperwork, but as evidence the council may have recorded a different vehicle altogether.

Keep the record. Keep what you sent, the attachments, any receipt, and the reply. Note the next deadline.
