For some parking offences, the warden must watch your car for a set period of time before they can issue a penalty charge notice. If they ticketed you too quickly — without waiting the required time — the ticket may be invalid. For other types of offence, the warden is allowed to ticket you straight away, so this only applies to offences that carry an observation period.
