Vermont Has No Toll Highways — E-ZPass Out-of-State Defense

Vermont is one of only a handful of US states with NO toll highways or bridges. Any 'Vermont toll' violation notice is therefore by definition associated with an out-of-state agency (most commonly NH, NY Thruway, or MA) that obtained the registered owner's address through Vermont DMV. Defenses: (1) the underlying violation must be valid under the issuing state's law; (2) Vermont DMV has no statutory power to suspend a Vermont registration solely because of an out-of-state toll violation absent a reciprocity compact and proper certification; (3) the demand for collection in Vermont is subject to Vermont's Consumer Protection Act (USA-VT-003) if the collector engages in deceptive practices. The 'Green Mountain Passport' referenced in some appeal templates is actually a state-park / senior privilege card, NOT a toll transponder; do not confuse the two.
