If you sold or transferred the vehicle before the violation date and properly executed a Notice of Sale under Minn. Stat. §168A.10 subd. 2, you are no longer the owner and cannot be liable. Even without the formal Notice of Sale, a properly endorsed and dated bill of sale showing transfer before the violation date is strong evidence. Buyer who failed to register cannot transfer that liability back to seller.
