University Parking Citations Are Civil and Limited
Tex. Occ. Code § 2308.259 and Tex. Educ. Code Ch. 51 govern public-university parking. UT, Texas A&M, Texas Tech, UH, and other public university parking citations are CIVIL administrative penalties, NOT criminal citations. They cannot be used to deny a Texas DPS license renewal, do not appear on driving records, and unpaid fees are limited to a hold on student transcripts/registration (see Tex. Educ. Code § 54.5045).
