ULEZ charge — hired vehicle, wrong person billed

If your vehicle was on short-term hire when the charge was recorded, the hire company is normally responsible for paying — not you. That only changes if the hire contract specifically transferred responsibility to the hirer in writing. If no such written transfer exists, the hire company remains liable.

Legal basis

Greater London LEZ Charging Order; Protection of Freedoms Act 2012 Sch 4

How to identify this in your case

Recipient is the hire keeper or hirer of a vehicle that was on hire to a different person at the contravention date.
