ULEZ charge — hired vehicle, wrong person billed

If your vehicle was on short-term hire when the charge was recorded, the hire company is normally responsible for paying — not you. That only changes if the hire contract specifically transferred responsibility to the hirer in writing. If no such written transfer exists, the hire company remains liable.
