ULEZ charge already paid for that day

You can pay the ULEZ daily charge up to 90 days before or 90 days after the day you drove in the zone, either through TfL's Auto Pay or a one-off payment. If you paid within that window for the exact date on the ticket, the penalty notice has been issued in error.

Legal basis

Road User Charging (Enforcement and Adjudication) (London) Regulations 2001 (S.I. 2001/2313) regulation 13(3)(b) — representations that the charge "was paid at the time and in the manner required by the charging scheme" — with regulation 13(2) allowing 28 days from service; Greater London Authority Act 1999 Schedule 23; the Greater London LEZ/ULEZ Charging Order and TfL's published payment terms, which set the payment window.

How to identify this in your case

Recipient has TfL ULEZ payment confirmation for the same VRM and date within the 90-day window.
