The Traffic Penalty Tribunal (TPT) hears Welsh and English appeals. Appellants in Wales have a statutory right under the Welsh Language Act 1993 (preserved by Schedule 6 of the 2011 Measure) to have hearings conducted in Welsh and to have all bundle documents in Welsh. Where a Council fails to provide a Welsh-translated case summary or evidence pack despite the appellant requesting Welsh, the appeal can succeed for Council non-compliance, even on a paper appeal.
