TfL e-scooter trial bay — improper end-of-ride parking penalty

TfL's rental e-scooter trial (Lime, Voi/Dott, TIER) requires riders to end trips in designated bays. Operators charge £2-£25 for parking outside a bay. These charges are contractual not statutory PCNs and can be challenged where: (a) bay was full, (b) GPS error, (c) app failed to end trip, (d) bay was removed/moved without map update.
