Taxi Rank Has No Valid Designation Order
A taxi rank and its no-stopping rule only apply if the council made a proper, currently valid order setting up that rank. If no such order exists, has lapsed, or is defective, the charge against you cannot stand. The council must be able to show you the order if you ask for it.
