Statutory Second-Stage Appeal Filing Methods (S.I. 203/2025)
Under S.I. 203/2025 (effective 1 October 2025), a second-stage appeal of a clamping decision must be accepted by the NTA through any of three methods: online NTA form, email, or postal/hand delivery to the NTA main office. If a parking operator or controller refuses any of these channels, or if the NTA fails to log a properly-submitted appeal, the appellant has grounds to escalate. The appellant must include (a) the grounds of appeal, (b) a copy of the first-stage determination letter, and (c) any supporting documents.
