Scotland SPAS appeal: official grounds to challenge your PCN
If you got a council penalty charge notice (PCN) in a Scottish decriminalised parking area, you can appeal to the Scottish Parking Appeals Service (SPAS) — but only after the council has already rejected your written representations. SPAS adjudicators are fully independent of the council. Appeals are usually decided in writing, with no need to attend in person.
