Scotland: Free Independent Tribunal Appeal

If a Scottish council has turned down your challenge to a Penalty Charge Notice (PCN), you can take your case to the Transport Appeals jurisdiction of the First-tier Tribunal for Scotland — an independent body that decides appeals for free. An adjudicator can cancel your PCN if, for example, the signs or road markings were wrong, there was a paperwork error, or your personal circumstances justify it. Many councils drop the case before a hearing even takes place.
