When a Scottish council PCN goes unpaid, the council must follow a strict chain of steps in the right order and within set time limits. First, they must send you a Notice to Owner (NtO) within 6 months of the PCN. If you don't respond, they have 28 days to issue a charge certificate. They then have 1 year from the charge certificate to register the debt with the Sheriff Court. Keep the record. Keep what you sent, the attachments, any receipt, and the reply. Note the next deadline.
