Public Records Request as Pre-Hearing Strategy

Florida has one of the strongest public-records laws in the U.S. (Sunshine Law, Ch. 119). Sending a public-records request before the hearing for the officer's training records, prior citations, and any internal correspondence about the citation location often surfaces evidence the agency hoped to keep buried — defective signage records, out-of-service meters, or vendor performance complaints.
