Portland Parking Hearing Right & 21-Day Window

Portland's Parking Division provides an administrative appeal process. Tickets must be appealed within 21 days of issuance (some categories 14 days — check the back of citation). Appeal can be filed online via the Parking Division portal, by mail, or in person at 65 Hanover St. A first-level review by a Parking Manager is followed, on request, by an in-person hearing before a hearing officer. Common procedural defenses: (1) ticket issued outside the officer's posted shift / outside enforcement hours; (2) ticket lacks legible badge or vehicle ID; (3) ticket marks an incorrect block / address; (4) photo evidence not preserved or contradicts officer's notation; (5) signage at the location was missing, faded, or contradicted by another sign within 50 feet (common in Old Port and Munjoy Hill).
