PABC Online Portal Mismatch / Plate Misread Defense

Parking Authority of Baltimore City (PABC) uses LPR-equipped enforcement vehicles. LPR misreads (mistaking '0' for 'O', 'B' for '8', etc.) are common and produce citations against innocent owners. Where the citation photograph shows a plate that does not exactly match yours, the citation must be dismissed.

Legal basis

Baltimore City Code Art. 31 §40-14; Md. Code, Transportation §26-203; due process

[DATE] Parking Authority of Baltimore City 200 W. Lombard Street, Suite B Baltimore, MD 21201 RE: Citation #[NUMBER] - LPR Misread / Plate Mismatch Dear Hearing Officer: I contest citation #[NUMBER] on the ground that the LPR-captured plate in the citation does not match my vehicle's plate. • Citation plate (as recorded): [WRONG PLATE] • My actual plate (per MVA): [CORRECT PLATE] • Discrepancy: [e.g., position 3 captured as '0' but is actually 'O'] The enforcement vehicle's optical character recognition misread the plate. Please see Exhibits A (citation photo annotated) and B (MVA registration). I request immediate dismissal and removal of any boot eligibility flag from my account. Sincerely, [NAME] [VIN] [Plate]
