Not Owner/Lessee at Time of Violation

Chicago Municipal Code §9-100-060(a)(1) makes it a complete defense that the respondent was not the owner or lessee of the cited vehicle at the time of the violation. Sold the car, transferred title, leased to someone else — you have a mandatory defense. This is also a ground for petitioning to vacate a default under §9-100-090(c).
